has been shut down. jackie's the soul with the shot of the cleanup operations. we are looking at the westbound traffic. you can see why the delay has been called off. the fuel spill and the wet pavement making hazardous conditions. diesel has a higher content of oil so it leaves as slippery residue on the pavement. that's why clean-up continues. they are expecting they may have this reopened as early as 7:00 a.m.. that could be a much better opening time then a regional estimates. it is already backed up all the way to the up 580 is a slow ride this morning westbound for livermore. no problems out all want to pass. once we check with jackie shot we will keeping eye on cleanup operations monitoring it. if they are out of there within 35 minutes we could catch a break for westbound 580. interstate 80 through albany through the s curve heavy this morning 80 commute was a very heavy one yesterday. we have seen the return to full-scale traffic no more summer light with folks back to the work and school. the bay bridge westbound ride back up because of an earlier stall. there was a stalled

apartment complex in greenbelt. police were called to greenbelt road and jackie has more. jackie? >> this crime is disturbing and bafling. the victim is described to be in her 40s. her name hasn't been released. investigators tried to piece together the details of a brutal crime. two separate 11 calls sent prince george's county police officers to t greenbelt apartment at about 2:00 a.m. a witness said there was a woman in the stairwell and she appeared to be very badly injured. >> officers on the scene and located the female who was suffering trauma to her body. they transported her at that time to a local hospital where a doctor pronounced her dead at approximately 3:20 this afternoon. >> another 911 call reported a shooting, but it's not clear whether that caller heard gunshots or just assumed the victim had been shot based on her appearance. investigators questioned some potential witnesses. tree trimmers who were working about 50 feet from the doorway when the crime occurred. it's not clear whether they were able to supply a suspect. police were asked about a possible motive

line. jackie vincent is in prince george's county with more on the story. jackie? >> reporter: this case does point out the potential dangers of adult phone chat lines. these grainy security camera images from october 2008 show the prelude to a cold-blooded murder. prosecutors claim the rson in the lighter gray coat is a young man named tommy whack. they say he was using a cell phone belonging to his cousin also seen here to lure a man to his death in a dark, lonely spot behind a landover middle school. the other camera show the two men leaving the area a short time later. investigators learned suspect and victim had met on an adult phone chat line. they wouldn't say which one. >> essentially the arrangement was for some kind of -- apparently sexual liaison to take place in the victim's vehicle. >> investigators learned that tommy whack, just 19 at the time, h post aid series of pictures on line showing him holding a gn, a semi-automatic with a clip. it was later determined to be the weapon used behind the school on 48-year-old james lawson, who was also robbed. during the trial, th

tonight with questions. questions about why the ambulance sent to help never made it. jackie bensen is at the d.c. fire and ems headquarters with more on this. jackie? >> reporter: jim, it happened during evening rush hour on the busy day after labor day. now, fire department officials say 911 call volume was 25% above normal, and resources were stretched to the limit. >> we take pictures of her. >> reporter: these pictures are how she'll remember her 4-month-old daughter. on tuesday, she got a frantic call at work. her brother watching the baby at home said something was wrong. she was not breathing. >> i'm going through all types of traffic in rush hour. i'm going on the wrong side of the street and everything. and i finally stopped the police and told them i can't drive no more. >> reporter: holmes learned the baby had been found unconscious. her 13-year-old son ran across the street and flagged down a d.c. police officer. according to police reports, the sixth district officer arrived at the home about 5:01 p.m. and immediately began cpr. within a minute's time, another officer

congresswoman jackie speier took action to try to increase government oversight of natural gas pipelines. she did so in the san bruno neighborod devastated by an explosion two weeks ago. janelle wang has details on the new bill. >> reporter: representative jackie speier just wrapped up the news conference in the past 45 minutes. she announced a new bill that would strengthen natural gas pipeline regulation. it's called a pipeline safety and community empowerment act. if it passes, it would require remotely operated shut-off valves for pipelines running through earthquake zones and densely pom late areas within two years. on september 9th a natural gas pipeline ruptured in san bruno killing seven people. it took pg&e one hour and 46 minutes to shut-off the gas. the bill would force operators to inform all property owners within 2,000 feet of a natural gas transmission line. >> this has been a deadly and painful wake-up call. we must act swiftly and we must act deliberately to resolve and to remedy this problem. >> reporter: meanwhile, cleanup continues in san bruno. crews have cleared thr

along 355 in rmantown, maryland this weekend in an area not so used to crime. jackie bensen is here with more. jacki >> reporter: jim, she flagged down cruisers and told the officer she had been raped. now police are warning women in the germantown neighborhood to be extra careful. the 21-year-old victim told police she was walking alone early suspendnday morning o thi very dark stretch of route 55 just south of high point drive. >> we know she had been socializing with friends in germantown and it was her plan to walk to this 7-eleven to meet another friend. >> reporter: there is a sidewalk but streetlights are few and far between. >> she was attacked behind by an unknown male, grabbed her, took hernto the woods and sexually assaulted her. she did attempt to fight off her attacker. she did sustain minor injuries during that resistance. >> reporter: police say that after the attack, the woman, who does not live in germantow was able to get to the 7-eleven, a short distance away on professional drive, and call for help. the neighborhood enjoys a very low crime rate. women we spoke to

impact on horse racing and animal lovers is being felt. jackie bensen joins us with more. >> reporter: when steve clark saw fire he did what many people do almost automatically these days, he pulled out his cell phone to take pictures. that phone record ad chaotic scene and heroic rescue. this couple were heading home when they saw fire. >> the horse barn is on fire. >> reporter: one barn was engulfed in flames which spread to a second barn and threatened a third. amber is a life long rider and horse lover. >> it was difficult. we're with unfamiliar horses that were scared doet. >> reporter: it was 4:00 a.m. and so dark rescuers used cell phones to see inside the third barn which was filling up with smoke. >> this whole thing is going to flash. we need to get out of here. >> any halters you can find. >> reporter: when the flames were extinguished fire officials announced the terrible toll, more than two dozen racehorses lost their lives. >> unfortunately, this fire had a big start on us. when we arrived we had fire blowing maybe 30 to 40 feet out of the roof of the barns.
